PURPOSE: A plug implemented in a tube sheet hole and a method for implementing the plug are provided to prevent a leakage of a sealing water flowing in a central groove by closing the central groove. CONSTITUTION: A plug is inserted into a hole(8) of a tube sheet(3). A tube of a heat exchanger is fixed to the tube sheet. The plug includes a bump(11). An end portion of the plug is of a cylindrical shape and is opened while the other end portion is closed. the bump is formed along with a perimeter of the end portion of the plug on an exterior of the open end portion.
