PURPOSE: A system for announcing position information as a voice for the visually impaired through bidirectional wireless communication and a method therefor are provided to inform the visually impaired of a current position through a position information portable device of the visually impaired, so that the visually impaired can find a way without help. CONSTITUTION: A position information fixing device(100) is installed in a predetermined position. A visually impaired person(300) carries a position information portable device(200). The position information fixing device(100) stores an area ID and a position signal as a voice signal, and transmits the ID and the position signal as the voice signal to the position information portable device(200) according to a request signal received from the position information portable device(200). The position information portable device(200) transmits a self ID and the position signal to the fixing device(100) at certain intervals, and decodes the voice signal received from the fixing device(100), then outputs the signal as a voice for the visually impaired person(300).
