PROBLEM TO BE SOLVED: To prevent waste of transmitting power and interference with other stations in a CDMA mobile communications system. SOLUTION: Required transmitting power, which is obtained as a result of transmitting power control for correcting changes in the intensity of a signal generated in a line between a base station and a mobile terminal, is compared with a predetermined reference value (706, 716). When the required transmitting power is larger than the predetermined reference value, transmission is tentatively stopped, and when the power is smaller than the value, signals are transmitted.
