PROBLEM TO BE SOLVED: To prevent the occurrence of solid scattering by supplying sufficient counter charge to toner to be transferred even in the structure that a transfer member on the side to be directly brought into contact with the transfer medium is grounded. SOLUTION: In a method for forming image information on the transfer medium by transferring and fixing a toner image formed on the surface of an image carrier to the transfer medium (5), the above transfer is performed by providing potential difference between a first electrode (34) arranged inside the image carrier and a second electrode (42) arranged at a position opposed to the first electrode via the image carrier (31) and the transfer medium (5) and in that case, the second electrode is grounded. An electric charge with reverse polarity to toner charging polarity is imparted to a transfer medium surface on the opposite side of the surface on which the toner image is going to be transferred before transferring the toner image on the transfer medium.
