<P>PROBLEM TO BE SOLVED: To select an examiner or an approver who is optimal to an examining or approving operation in a work flow system in a document managing system in order to smoothly perform the operation. <P>SOLUTION: An electronic document managing system which is constituted of an electronic document client device 3 and an electronic document managing server 2 is connected through a network 4 to a word flow server 2. The work flow server 2 stores examination or approval information associated with a document in the electronic document managing system, and acquires and stores data associated with the processing speed of the examination or approval of each examiner or approver.
