<p><P>PROBLEM TO BE SOLVED: To set dynamically a label range for obtaining statistical information in a MPLS network. <P>SOLUTION: When a router RT2 receives (step S100) a routing table updating instruction stating that "a label to be given to a shim header is '40' in the case of communicating with a network '171.69'" from a router RT5, the router RT2 sets an input label '20' acting as a key at the time of referring in order to add the input label to its own routing table and at the same time specifies (step S101) an output port '6'. Next, the router RT2 establishes a statistical area address for serving as an address of an area for obtaining statistics of a packet having such input label '20' at the shim header. In the present embodiment, an address "0x002F" of a statistical area is defined as the statistical area address.
