PROBLEM TO BE SOLVED: To provide a method for manufacturing a hard urethane foam that uses no chlorofluorocarbon and its alternatives, and provides a mixture containing a polyol, catalyst, water, foam controlling agent and other adjuvants with excellent storing stability, good flowability, good adhesion to face materials, and a large resin strength. SOLUTION: In this method for manufacturing a hard urethane foam, a polymethylene polyphenyl polyisocyanate mixture (A), polyol (B), catalyst, water as a foaming agent, foam controlling agent, and other adjuvants are mixed and the mixture is foamed. The polyol (B) comprises a polyether polyol (b1) having an average number of functional groups of 2-8, and an average hydroxy equivalent of 10-490, and a polyether polyol (b2) having an average number of functional groups of 2-3, and an average hydroxy equivalent of 500-4,000, wherein (b1) is 80-98 wt.% of the total amount of (b1) and (b2), and the weight ratio of the propylene oxide unit to the ethylene oxide unit is 95:5-70:30 in (b1).
