PROBLEM TO BE SOLVED: To provide an electrostatic latent image developing toner capable of well polishing the surface of an amorphous silicon photoreceptor without causing dielectric breakdown or charge-up of a carrier, and to provide an image forming apparatus using the same. SOLUTION: The electrostatic latent image developing toner is obtained by surface-treating the surfaces of toner particles with (1) 1.0-3.0 pts. wt. of fine titanium oxide particles, based on 100 pts. wt. of the toner particles, having an average particle diameter of primary particles of≥100 nm and a specific resistance of 1×10<SP>1</SP>-1×10<SP>3</SP>Ωcm and (2) 0.05-0.5 pt. wt. of fine titanium oxide particles, based on 100 pts. wt. of the toner particles, having an average particle diameter of primary particles of≤50 nm and a specific resistance of≥1×10<SP>7</SP>Ωcm. In the image forming apparatus, a cleaning device 6 is composed of a cleaning blade 61, at least the surface of which is formed with a fluororesin and a cleaning roller 62 comprising a polyurethane foam.
