PROBLEM TO BE SOLVED: To respond to a telephone call which is terminated to a cellular phone, without depositing the cellular phone even in a call prohibited/disabled area. SOLUTION: In the transfer registration substitution system equipped with one or more gate devices which are provided in or near the call prohibited/disabled area, and the transfer registration substitution apparatus connected to the gate devices, each of the gate devices comprises a communication means which communicates with mobile communication terminal equipment to acquire a telephone number of the mobile communication terminal equipment. The transfer registration substitution apparatus 110 comprises a means for transmitting to an exchange device of an enterpriser who provisions mobile communication services to the mobile communication terminal equipment, a transfer registration request containing a telephone number of a fixed telephone connected to a public line network which is made corresponding to that gate device 120 in advance, and the received telephone number of mobile communication terminal equipment when the telephone number of the mobile communication terminal equipment is received from any gate device.
