摘要

PROBLEM TO BE SOLVED: To provide a license server allowing a terminal device to suitably acquire a license in accordance with a WAN license providing request from the terminal device. SOLUTION: A license server 10 for managing licenses so that the number of licenses to be simultaneously utilized by a plurality of terminal devices is the number of licenses or less is provided with: a license state storing part for storing a license state list 131 including zero setting; a license provision request receiving part 11 for receiving a software license provision request from a terminal device; a license provision judgment part 12 for judging whether a license concerned with the license provision request is zero setting on the basis of the license state list 131; and a judgment information transmitting part 15 for returning request destination changing information for always instructing the license provision request to another license server to the terminal device when the judgment result of the judgment part 12 is YES.
