PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device capable of coping with extensive input voltages having different peak voltages; and to provide a luminaire using the discharge lamp lighting device. SOLUTION: This discharge lamp lighting device is provided with a filter circuit 10 inserted between an output end of a peak current detection part 6 outputting a peak signal for determining timing for turning off a switching element Q1, and an input end of a drive control part 8 for turning off the switching element Q1 by receiving a pulse for turning off, and used for outputting the turning-off pulse by delaying it by a predetermined time (tf) after the peak signal becomes active. In brief, the filter circuit 10 keeps the delay of the timing for turning off the switching element Q1 for the predetermined time (tf). As a result, since a D.C power circuit 2 can suppress abnormal rise of an output voltage Vo with respect to relatively extensive input voltages Vi having different peak voltages even in a light load such as a preceding preheating state, it can cope with a relatively wide range of A.C. power source AC.
