PROBLEM TO BE SOLVED: To provide a method and a device for winding and manufacturing capacitor by which an elemental product body forming a capacitor can be taken out and positioned to the optimum position by putting the polarity of lead wires in order. SOLUTION: The device comprises a winding shaft motor 29 for driving a winding core around which an elemental capacitor material is wound, an encoder 30 connected to the motor 29, and a measuring means composed of a winding shaft driver 31 which drives and controls the motor 29. The device also comprises a winding start command output section 34 which outputs the winding start signal of the winding core, a positioning controller 33 which outputs an operating command to the driver 31, and a position-of-winding-core measuring section 36 which outputs the present position of the winding core based on the signal from the encoder 30. In addition, the device also comprises a gate circuit 32 which cuts the operating command signal of the controller 33 based on a lead wire detecting signal and a calculating and correcting means composed of an arithmetic operation section 35 which puts the polarity of lead wires in order, by correcting the position of an anode lead wire to a position at which the elemental product body can be taken out in the optimum state.
