PROBLEM TO BE SOLVED: To efficiently schedule a thread group for executing real-time processing, without describing detailedly a restriction condition for each processing time during coding of a program. SOLUTION: A program module 100 includes the plurality of programs 111-116 for describing procedures corresponding respectively to a plurality of processing elements, and constitution description information 117. The constitution description information 117 indicates an input and output relation between the plurality of programs 111-116, and costs required for execution of the programs 111-116. When executing the program module 100, scheduling processing is executed to allocate a plurality of threads respectively to one or more of processor(s), by determining execution start timings and execution periods of the plurality of respective threads for executing the plurality of programs 111-116, based on the constitution description information 117.
