PROBLEM TO BE SOLVED: To provide an electrode for generating hydrogen having a low hydrogen overvoltage in electrolyzing water or an aqueous solution of an alkali metal chloride; a manufacturing method therefor; and an electrolysis method using the electrode. SOLUTION: The electrode for generating hydrogen has an alloy layer comprising nickel, molybdenum and oxygen coated on an electroconductive substrate. The alloy layer includes 35-90 wt.% nickel, 10-65 wt.% molybdenum and 0.5-8 wt.% oxygen; has an angle 2θof a main peak in a range of 43.4 to 44.0 degrees, when measured with an X-ray diffraction method using a CuKαray, and the half width of 0.5-7 degrees; and has a capacity of an electrical double layer of 3 mF/cm<SP>2</SP>or higher. The method of manufacturing the electrode for generating hydrogen includes coating the conductive substrate with the alloy layer by an arc ion plating method, while moving the substrate, employing a target containing 35-90 wt.% nickel and 10-65 wt.% molybdenum, setting the potential of the conductive substrate to -30 to 30 V, introducing oxygen gas and an inert gas into the apparatus, and adjusting the oxygen concentration in the apparatus to 0.5 to 8 wt.%.
