PROBLEM TO BE SOLVED: To promote use of mobile advertisement by making it easy to grasp appeal effect of advertisement using a moving body.

SOLUTION: Operation recording data of a truck are registered in an operation recording database 14. An advertisement appeal information generation processing part 24 reads the resident population of an administrative that the truck passed through out of a resident population database 12 based on the operation recording data and also reads the number of passing vehicles per unit time in the operation route of the truck out of a passing vehicle database 13. The advertisement appeal information generation processing part 24 generates advertisement appeal information according to those read information. This advertisement appeal information is provided for a customer (advertiser).
