DATA ENCODER, AND DATA ENCODING CONTROL METHOD

PROBLEM TO BE SOLVED: To provide a data encoder and method capable of consecutively transmitting encoded data by properly maintaining a state of an encoding buffer in the case of revising a transmission rate.

SOLUTION: The data encoder includes: a data storage amount adjustment means (21, S2 to S9) for adjusting a data storage amount of the encoding buffer to a prescribed amount while maintaining the transmission rate to be a first transmission rate at the encoding by an encoding means (21) when the designated transmission rate is revised from the first transmission rate into a second transmission rate; and an encoding control means (21, S6) for controlling the encoding means so as to start encoding of raw data at the second transmission rate when the adjustment of the data storage amount in the encoding buffer to the prescribed amount by the data storage amount adjustment means is finished.
