PROBLEM TO BE SOLVED: To provide a regenerative heating panel installed on a wall, capable of unifying a temperature of a heat radiation face in comparison with a conventional one. SOLUTION: This regenerative heating panel is formed by successively stacking a heat insulating board, a heat generating element, a latent-heat heat storage material panel and a heat radiation board. A plurality of the latent-heat heat storage material panels are used, the heating element is held between each of the latent-heat heat storage material panel and the heat insulating board, and electric wires to each of the heating elements are connected in a state of being separatably energized. Further a heating device is installed in a state in which the regenerative heating panel is buried in a wall of a building in such a state that the heat radiation plate is faced to the inside of a room, and has a control device.
