PROBLEM TO BE SOLVED: To provide a flowers and ornamental plants packaging material capable of packaging flowers and ornamental plants so as to realize excellent appearance, and facilitating the packaging work. SOLUTION: The flowers and ornamental plants packaging material 10 comprises a tapered inner package 14 having a flowers and ornamental plants storing port 13, and an outer package 15 provided along an outer circumferential surface 14a of the inner packaging body, and the inner package 14 and the outer package 15 are bonded to each other. The inner package 14 is formed of non-woven textile, and the outer package 15 is formed of mesh. When packaging a bouquet F by using the flowers and ornamental plants packaging material 10, the bouquet F is stored by expanding the flowers and ornamental plants storing port 13 of the flowers and ornamental plants packaging material 10, and a periphery of a base end part 11 is bound by a decorative ribbon R. Volume feeling can be provided on the bouquet F by the inner package 14 and the outer package 15 which are respectively expanded, and the appearance of the bouquet F can be considerably enhanced.
