PROBLEM TO BE SOLVED: To accurately operate a coil diameter of a steel band wound round a reel even when a free loop is formed in a steel band processing line in which a transported steel band is delivered by the reel. SOLUTION: In the processing line in which a free loop 5 whose length is kept within a predetermined range is formed between a payoff reel 2 for delivering the transported steel band 1 and a transporting pinch roll 4, the coil diameter of the reel is operated on the basis of the reel rotating speed and the roll rotating speed, and the computed coil diameter is corrected on the basis of a change amount in the free loop length.
