PROBLEM TO BE SOLVED: To reproduce and display a picture in a short time when only the picture of the last frame in a moving picture is reproduced and displayed.

SOLUTION: When an encoding means encodes inputted picture data in a frame unit, picture data corresponding to the last frame of a video stream constituted of a plurality of frames are always encoded in the frame. When only the picture of the last frame in the moving picture is reproduced and displayed, only encoding data of the last frame are decoded so as to display the picture.
