PROBLEM TO BE SOLVED: To develop a strong heating element durable to abrasion and tearing. SOLUTION: This laminate comprises at least one layer containing a resistor 1 and at least one layer formed of a fiber reinforced thermoplastic mat 2. The resistor 1 and the fiber reinforced thermoplastic material 2 are laminated by a pressure action, the thermoplastic material is melted by a heat action and then cooled, and the resistor is completely or partially surrounded by the thermoplastic material and integrated together as the laminate. At least one resistor 1 is arranged in a die with reinforcing fiber 25 and at least one layer of the thermoplastic fiber 26, and the resistor 1 with the fiber reinforced thermoplastic layer 26 are molded together under a pressure action (based on vacuum molding desirably) so that the thermoplastic fiber 26 is melted to fill the fiber reinforcing material 25 and they are integrated into the fiber reinforced lamination resistor under a heat action .
