PROBLEM TO BE SOLVED: To prevent degradation in precision of an automatic power generation control (AGC) which is caused by delay of information transmission signal in the information transmission path composed of a computer network. SOLUTION: A first input end 21a is supplied with a set value PS<SB>ECS</SB>of charging/discharging electricity or the output set value Pm of a power generation unit, and the set value is inputted and dispersed in a sample hold circuit 23 through a low pass filter 22. The dispersed signal is detected for time delay by a time delay element detector 24. An output of the detector 24 is multiplied with 2/ΔT(ΔT is inverse number of sampling frequency) supplied from a second input end 21b using a multiplier 25, to obtain a compensation element e<SP>sTd</SP>=1+(1-Z<SP>-1</SP>)/(1+Z<SP>-1</SP>)×2/ΔT×Td, expressed in approximate expression.
