PROBLEM TO BE SOLVED: To generate compression video data so that a reproduced video whose quality is higher than a conventional case can be obtained. SOLUTION: When noise in a video signal S1 does not exist at all or only a minute amount exists, a video signal processor 1 stops an NR processing and refrains suppression of a high frequency component of the video signal S1 and video data DT1. Thus, a video component in the video signal S1 and video data DT1 is prevented from being wastefully reduced. The video signal processor 1 gradually improves noise reduction effect of the NR processing as noise in the video signal S1 increases. It gradually strengthens suppression of the high frequency component of the video signal S1 and video data DT1. Consequently, noise in the video signal S1 and video data DT1 is positively suppressed.
