PROBLEM TO BE SOLVED: To provide a silencer capable of obtaining silencing effects equivalent to those of conventional silencers, permitting free layout inside a silencing chamber, enhancing freedom degree of silencing performance tuning, and reducing costs by reducing the number of components and assembling processes. SOLUTION: An exhaust control valve 2 is assembled on an exhaust gas inflow port 15 formed on an outer plate 12. A small through-hole (sub flow passage having large exhaust resistance) 23 is formed on a valve element 21 of the exhaust control valve 2 in the state where the exhaust gas inflow port (main flow passage having small exhaust resistance) 15 is communicated with the silencing chamber (expansion chamber) 14 all the time, in the closing state of the exhaust control valve 2.
