Sealing foil (4) is placed over flood-endangered dikes. The foil has contact pressure chambers (10,15), which may be filled, and roll-up connection devices (5,12,13) and/or fillable sealing elements (14). The chambers are located on part or all of the foil, have partially water-permeable walls/membranes (11), and has profiling to use the river flow (19) to increase the contact pressure.
