PROBLEM TO BE SOLVED: To provide a polymer orientation control technique capable of forming a part having a different optical phase difference in the same surface of an orientated polymer film. SOLUTION: In the polymer orientation control technique, infra-red light having wavelengths corresponding to the infra-red absorption band of a polymer is applied to the orientated polymer film having anisotropy.
