TRAFFIC CONTROL APPARATUS, TRAFFIC CONTROL SYSTEM, AND TRAFFIC CONTROL METHOD

PROBLEM TO BE SOLVED: To provide a traffic control apparatus or the like which can immediately be operated by a new restriction algorithm even when a restriction algorithm is replaced with the new restriction algorithm when starting the restriction algorithm.

SOLUTION: A single scenario manager in prior arts is divided into two scenario managers; the one is used for initial activation processing from the detection of congestion until the activation of initial restriction control and the other is used for feedback control processing continuously stabilizing the network traffic just before the congestion with a proper restriction amount until a particular release condition is satisfied while supervising the network after that. The scenarios are respectively started in other moments so that the traffic control apparatus can immediately be operated by the revised algorithm even when the algorithm is revised during its start.
