PROBLEM TO BE SOLVED: To provide a method and an apparatus for observing the conditions of a high precision machine equipment immune to unexpected noises, etc., without dismantling the equipment such as railway vehicle equipment, tool machine, windmill, etc. taking much labor for dismantling it. SOLUTION: The method of observing the conditions of machine equipment (10) having a rotor (11) and at least a slide member analyzes a specified physical quantity of the equipment (10), on the basis of signals generated from the equipment (10), compares and collates the analysis result with information giving a diagnosing reference about the existence of a failure in the equipment (10) with first time intervals to provisionally diagnose whether the failure exists in the equipment (10). On the basis of the comparison and collation results when comparing and collating the results a specified number of times or executed with second time intervals, the method makes an overall evaluation for deciding on a failure, if the number of times that the provisional diagnosis shows the failure existing in the equipment (10) exceeds a specified value. thus diagnosing whether a failure exists in the machine equipment and an abnormal component exists.
