PROBLEM TO BE SOLVED: To totally manage two or more kinds of electronic certificates as a set including a public key and a private key, and improve the reliability and safety of an electronic signature. SOLUTION: The device includes a means 2 to store two or more kinds of electronic certificates together with data of an administrator and an access enable person for every certificate, a means 3 to confirm that the signature request person is the access enable person stored in the means 2 responding to input of data for the signature request person and a target certification person to use the signature, and a means 4 to perform a electronic signature for the inputted electronic data using the object certification after the confirmation.
