PROBLEM TO BE SOLVED: To provide an improved heat developable photosensitive material having high sensitivity and little fog. SOLUTION: The heat developable photosensitive material includes an image forming layer containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent and a binder on one and the same surface of a support, wherein (1) the non-photosensitive organic silver salt is prepared in the absence of the photosensitive silver halide and (2) the heat developable photosensitive material contains an inorganic oxidizing agent.
