Apparatus has frame with plow bodies equipped with tine having share and moldboard and fixed on frame. Web forming device mounted on frame behind outer plow body is made in the form of rotor with vertical shaft of rotation and blades for moving soil from ridges of adjacent plowed strips. Apparatus has drive.
