PROBLEM TO BE SOLVED: To accumulate and distribute photographed images of speakers etc. in an assembly etc. as images capable of textual retrieval, by cutting the section from a speaking start position up to its finish position of each speaker out of the images, and automatically adding text information of attributes such as the name of the speaker, a title, etc., in a distributing image accumulation apparatus and a distributing image accumulation method for segmenting images of speakers and accumulating them adding attributes. SOLUTION: A camera for photographing the image of a speaker, a means for detecting a segmentation start position and its finish position of the image of the speaker from the picture photographed by the camera, and a means for segmenting the image in the section interposed between the detected segmentation start position and the finish position and adding text information composed of attributes as the name of the speaker, a title of an utterance, etc., are provided.
