PROBLEM TO BE SOLVED: To prevent the occurrence of a call loss by efficiently arranging the resources in a base station which has a plurality of cards and consisting of a plurality of types of calls having a unit for performing a plurality of pieces of baseband signal processing under traffic that changes with time. SOLUTION: This base station is provided with signal processing cards for processing the baseband signal, etc., a radio resource monitoring means for monitoring the state of the signal processing cards, a radio resource control means for performing resource allocation and movement of the signal processing cards and a traffic recording means for recording traffic that occurs in each time zone, determines a threshold from a call in which the call loss is desired to be prevented in an empty unit space, starts relocation processing when the number of empty units in the base station becomes smaller than the threshold, increases the number of empty units and moves calls so as to be lost the fragmentation of the number of empty resources as many as possible.
