PROBLEM TO BE SOLVED: To increase a traffic amount which can be processed in a radio base station without degrading communication quality. SOLUTION: In the state that channels are allocated to all time slots constituting a communication frame 60, in the case that a radio control part 104 receives a link channel establishment request message from a radio mobile station 30 through a control channel allocated to one of all the time slots, a main control part 105 notifies the radio mobile station 30 through the control channel of an allocation message indicating that the time slot allocated to the control channel is to be allocated to a communication channel. Then, after the lapse of the prescribed time (control channel transmission/reception duration time 701) of allocation message notification, the transmission of the control channel is stopped.
