PROBLEM TO BE SOLVED: To permit a user to easily obtain information peculiar to a region that a user desires even if URL of a home page is not inputted. SOLUTION: An optical communication function 7 including infrared communication, which is arranged in a portable information terminal 4, is used and region-only information transmission terminals 1 transmitting information on the regions, which are arranged in a plurality of the regions, are accessed. Region information including URL of the home page (on wide area communication network such as the Internet) being a site of minute information on the region that the user requires is acquired. The user acquiring information on the region including URL selects necessary information from region information on a display picture of the portable information terminal 4. Thus, the portable information terminal 4 automatically accesses a wide band communication network 6 such as the Internet by using URL included in selected information.
