<p><P>PROBLEM TO BE SOLVED: To provide a crime prevention exterior and a crime prevention fence that prevent any intruder trying to climb over them from grasping them with his hand or using them as a stood. <P>SOLUTION: The crime prevention exterior 1 is equipped with a cover 3 fixed over the top edge 20 of a handrail 2, a bracket 4 rising from the top edge cover 3, a rotary member 5 rotatably supported by the brackets 4 and a liner 7 for filling up the clearance 6 between the top edge 20 of handrail 2 and the rotary member 5. The crime prevention fence 100 consists of a plurality of muntins 15 that have sharpened top ends 16 and are installed at an interval in the horizontal direction.
