PROBLEM TO BE SOLVED: To provide a license information transmission apparatus, program, and method, and a license information receiver, program, and method capable of securely transmitting/receiving license information without increasing the production cost and the operation cost.

SOLUTION: The license information transmission apparatus 1 for transmitting license information including information to permit utilization of contents and the contents, is provided with a license information generating section 5 for generating the license information and an encryption key for encrypting the contents; an encryption section 7 for encrypting the contents to obtain encrypted contents; an ECM/EMM generating section 9 for encrypting the license information by secret information to obtain encrypted license information; and a multiplexer section 11 for multiplexing the encrypted contents and the encrypted license information and providing an output of multiplexed contents.
