PROBLEM TO BE SOLVED: To provide an energy saving evaluation device and so on for evaluating according to how much users make efforts in eco-friendly use of an engine type apparatus and so on.

SOLUTION: The economical drive evaluation device 300 detects whether or not an idling stop state is set and whether or not an energy saving traveling state is set from each physical quantity (engine speed signal or the like) of a vehicle measured by an on-vehicle device 200. When detected each state, the economical drive evaluation device 300 measures the continuation time of each state. The economical drive evaluation device 300 performs evaluation according to the users' efforts (time) in economical drive based on the measured result.
