PROBLEM TO BE SOLVED: To obtain an optical scanner in which the image angle dependency of the peak intensity of a spot in a scanning optical system is reduced, particularly a fine printing is available over the whole effective scanning area even in the case where an overfilled scanning optical system is used in the high speed optical scanner, and to obtain an image forming device using the optical scanner. SOLUTION: The optical scanner has: an incident optical system which makes incident a luminous flux emitted from a light source means 1 to the deflection plane 6a of an optical deflector 6 in the state that the width of the luminous flux is broader than the width in a main scanning direction of the deflection plane 6a; and an image forming optical system 78 which focuses the luminous flux reflected and deflected with the optical deflector onto a plane to be scanned 9. A slit member 10 which limits the diameter of the luminous flux in a subscanning direction is provided in the optical path between the optical deflector and the plane to be scanned, thus the peak intensity of the spot of the luminous flux with which the plane to be scanned is scanned is made constant or substantially constant over the whole effective scanning area.
