PROBLEM TO BE SOLVED: To provide a communication system and gatekeeper device in which a mobile terminal registered in the gatekeeper device as a subscriber in advance is handled as an H.323 end point device and, when this mobile terminal is moved to a radio base station connected to a gateway device under management of the other gatekeeper device, an H.323 protocol is used for managing movement, and to provide a communication control method. SOLUTION: When a mobile terminal (PS) 41 moves from a zone 1 to a zone 2, a PHS-GW device 23 transmits a registration request (RRQ) to a visitor gatekeeper device 12 in response to a location registration request from the mobile terminal (PS) 41, and the visitor gatekeeper device 12 transmits a location resolution request (LRQ) provided with information indicating roaming to a home gatekeeper device 11. Thus, the RAS registration of the mobile terminal (PS)41 in the home gatekeeper device 11 is deleted, a location resolution response (LCF) is returned, and finally the RAS registration of the mobile terminal (PS) 41 is completed in the visitor gatekeeper device 12.
