PROBLEM TO BE SOLVED: To attain a low cost and a small-sized formation of a fluid controlling device by preventing a reaction force of a resilient member 45 for pushing a coil part against a cover 8 from becoming an excessive value. SOLUTION: A resilient rubber member 45 for biasing a coil part against a cover 8 is formed into a shape that can be bent and deformed. Since a varying degree of the reaction force against an amount of deformation in a bending and deforming region of the resilient member 45 is more gradual than that of the compressive deformation, the reaction force of the resilient member 45 does not become excessive even if the amount of deformation of the resilient member 45 becomes high due to a size dispersion of the component parts.
