PROBLEM TO BE SOLVED: To provide a composite microbial preparation suitable for decomposing and removing an organochlorine-based compound contained in a large amount of a treated substance, such as a wide range of the soil polluted with the organochlorine-based compound in a relatively low concentration and a large amount of incinerated ash containing the organochlorine-based compound in a low concentration, to provide a method for producing the same, and to provide a method for purifying a pollutant using the composite microbial preparation. SOLUTION: This method for producing the composite microbial preparation which is used for purifying the substance polluted with the organochlorine-based compound comprises acclimatizing anaerobic microorganisms and aerobic microorganisms in the presence of organic waste and, if necessary, the organochlorine-based compound, fats and oils, and/or a surfactant under such a condition that an anaerobic condition and an aerobics condition are alternately repeated.
