PROBLEM TO BE SOLVED: To enhance transfer performance in an image forming apparatus by a conventional one-pass double-face system and to upgrade image quality by stabler image transfer. SOLUTION: A transfer roller 24 for transferring each clear image on a first intermediate transfer belt 10 onto a second intermediate transfer belt 20 or the other face of a recording medium is disposed within the second intermediate transfer belt 20, and a transfer roller 14 for transferring each clear image on the second intermediate transfer belt 20 onto one face of the recording medium is disposed within the first intermediate transfer belt 10. Counter rollers 13, 25 which are brought into press-contact with the transfer rollers across the belt, are disposed. Elastic layers of≤5 mm thickness are formed on surface layers of the transfer rollers 14, 24, the hardness is set to a JIS hardness of≤50°and the hardness of the transfer rollers 14, 24 is set lower than that of the counter rollers 25, 13.
