PROBLEM TO BE SOLVED: To provide a coating film excellent in abrasion resistance, adhesion to a base film and water resistance while exhibiting hydrophilicity. SOLUTION: This hydrophilic coating film contains a binder and a porous inorganic particle or an aggregate-like inorganic particle. The porous inorganic particle or aggregate-like inorganic particle to be used has≥15% and≤50% porosity on the surface of a single layer.
