PROBLEM TO BE SOLVED: To reduce the number of decoding times by first decoding in a candidate TF with a small number of bits, if there is no difference between a plurality of S-values when discriminating the transport format by blind transport format detection (BTFD). SOLUTION: In the TF determining system, one candidate with a maximum data size is selected from a plurality of candidates, received data are Viterbi-decoded from the top bit to the end bit of the candidate TF, likelihood data obtained every end bit of each candidate TF as the result are collected over the plurality of candidates TF, the likelihood data in the plurality of candidates TF are converted into decode priority order data, the plurality of candidates TF are rearranged according to the decode priority order data, the plurality of rearranged candidates TF are selected one after another in the priority descending order, the received data are Viterbi-decoded from the top bit to the end bit of the selected candidate TF, and a true TF is determined based on the Viterbi-decoding result.
