PROBLEM TO BE SOLVED: To realize proper and flexible performance improvement treatment by realizing reduction of the labor of a user system side associated with the execution of performance improvement treatment. SOLUTION: A response monitoring module 51 performs access to a user system 20 in a system similar to that of a general end user in each fixed period through a network 100, and stores the time series data of the response time as collection log. An information storing module 52 monitors the configuring elements of the user system 20 in each fixed period through the network 100, and stores the time series data of resource information showing the monitor result as the collection log. At the time of detecting the performance deterioration of a user system 20 according to analysis based on the collection log, a manager module 53 decides proper performance improvement treatment on the basis of the analysis and the executing condition of the past performance improvement treatment, and executes the performance improvement treatment, and stores a history showing the executing condition.
