PROBLEM TO BE SOLVED: To make decoding possible even when code block data are shorter than a specified code block data length by decoding even code block data which are discontinuously inputted, with a decoding operation applied to code block data which are continuously inputted. SOLUTION: The Reed-Solomon decoder includes an FSP extraction part 8 for extracting and holding a frame synchronizing pattern (FSP) present in input data, a deinterleave part 2 for deinterleaving, a deinterleave control part 3 for controlling the deinterleave part, a Reed-Solomon decoding part 4, a Reed-Solomon decoding control part 6 for controlling the Reed-Solomon decoding part, and an interleave control part 7 for controlling the Reed-Solomon decoding control part 6. Further, said decoder includes an FSP adding part 9 for eliminating added specific data, adding the FSP which is held in the FSP extraction part 8, to output data and outputting decoded data in the same format as that in inputting.
