PROBLEM TO BE SOLVED: To realize energy savings while maintaining good turning performance of bleed-off control. SOLUTION: In a constitution wherein a control valve 22 is provided between a variable-displacement hydraulic pump 20 and a turning motor 21 and wherein the turning motor 21 is controlled by the bleed-off control, a bleed-off flow rate at the start of turning is set at a minimum value; and a pump flow rate is increased by subtracting a flow rate, obtained from the inertial mass and accelerating force of a revolving superstructure, from the increment of actual motor inflow discharge, so that characteristics, wherein turning accelerating pressure is gradually decreased with time at the stage of turning acceleration, can be obtained.
