PROBLEM TO BE SOLVED: To provide a character inputting device for simultaneously providing two input systems without switching any mode and for improving learning effects, input efficiency and operability, and also to provide a character inputting system, a character inputting program, and a computer-readable recording medium . SOLUTION: The multi-tap candidates of characters to be decided by the number of times of the depression of the respective input keys of a ten key part 203 and a character string constituted of the characters are generated by a multi-tap candidate generating part 206. The degradation candidates of characters or a character string to be predicted by the order of the depression of the respective input keys of the ten key part 203 are generated by a degeneration candidate generating part 207. The multi-tap candidates generated by the multi-tap candidate generating part 206 and the degeneration candidates generated by the degeneration candidate generating part 207 are simultaneously displayed at a display part 202.
