PROBLEM TO BE SOLVED: To provide powder for an image display device capable of securing hiding power even if a comparatively small quantity of a filler is added to the powder, and to provide the image display device. SOLUTION: In the powder for the image display device used for the image display device displaying an image by encapsulating the powder consisting of at least one particle group between facing substrates 1 and 2 at least one of which is transparent and applying an electric field to the particle group to move the particles, a resin component having a low refractive index and formed by polymerizing a monomer for the resin component is used as the resin component of at least the one particle group which constitutes the powder and at least the one particle group among the particle groups is manufactured by suspension polymerization of particle raw materials containing the monomer for the resin component having low refractive index.
